Snipe

A snipe is a sticky strip of copy placed over part of a billboard ad to update it.

OAAA defines a snipe as an adhesive strip that covers part of the copy on an OOH unit.

Snipes update an ad without a full reprint. Common uses are a new date, address or offer, or a Now Open strip.
