Best Billboard Software for Small Operators (2026)

By Gabie Research · Updated Oct 16, 2026 · 8 min read

Short answer

For an operator with under 100 faces, no one tool wins. SignDash fits owners who want simple proposals, e-sign and QuickBooks invoices. Gabie fits owners with empty faces, and it is free up to 100 faces. Elevate OOH starts at $350 a month. A spreadsheet and QuickBooks can work for a few long-term tenants. Apparatix and BillboardPlanet are bigger systems that quote after a demo.

  • At under 100 faces, four tests matter: a posted price, a quick start, no per-seat fees and simple proposals.
  • SignDash has unlimited users, proposals and e-sign. Its base price is set at signup.
  • Gabie is free up to 100 faces and priced per face. It has no e-signature and no invoicing.
  • Elevate OOH starts at $350 a month. It launched in October 2026 with five billboard companies.
  • Apparatix and BillboardPlanet are fuller systems with no posted prices. You start with a demo.

For an operator with under 100 faces and one or two sellers, no one tool wins. The right pick depends on your biggest pain. If paperwork slows you down, look at SignDash. If faces sit empty, look at Gabie. If you want one new tool with a posted price, look at Elevate OOH. A few long-term tenants may need only a spreadsheet.

What matters at under 100 faces?

A small shop has little time and few people. Four tests help.

  1. A posted price. Most vendors quote after a demo. A quote call takes time you could spend selling. Gabie, Elevate OOH, HubSpot and QuickBooks post prices. SignDash posts one rate: $250 a year per extra 100 faces.
  2. A quick start. The best tool is one you can start in an afternoon. A big rollout is a poor fit for two people.
  3. No per-seat fees. One or two sellers is a small bill. But a per-seat price climbs with each hire. SignDash says it has unlimited users. Gabie charges per face. HubSpot charges per seat.
  4. Simple proposals. A rep should see open faces while building a quote. Then send it and get a signature. Then bill. Few small tools do all three.

Also ask if you need software at all. In a Billboard Insider reader poll posted August 11, 2026, 14% of the votes went to an Excel spreadsheet. The post gives no sample size. A sheet works when tenants stay for years and few faces sit empty. It fails when no one can say what is open.

How do the options compare?

We ordered the tools by fit for this size. The reasons follow the table.

Why this order?

SignDash comes first for one reason: it was built simple. A Billboard Insider post from August 10, 2026 said this. It called SignDash "a simple, easy to use system which is popular with smaller billboard companies." SignDash also covers proposals, signatures and invoices.

Gabie comes second. It has the lowest posted price, and it is built to work empty faces. It skips signing and billing. Elevate OOH is third because it is new and has a short record. The rest are either free but thin, or fuller and slower to start.

SignDash

SignDash is sales and inventory software for independent owners. It shows open faces while you build a proposal. It emails contracts to advertisers for digital signature. It has a dashboard of occupancy, budgets, renewals and tasks. A QuickBooks Online link was added in 2024, per Billboard Insider. Its site says users are unlimited.

SignDash does not post a base price. Its terms say the base fee is set at signup. Each extra block of 100 faces above your estimate adds $250 a year. See SignDash pricing.

  • Best for: owners whose deals come by phone and referral, and who want proposals, signatures and invoices fast.
  • Not for: owners whose pain is empty faces. SignDash's pages list no prospecting. It also serves only US clients.

Gabie

Gabie keeps your structures, faces, holds and bookings in one record. You can upload a structure CSV or drop in rate sheets. It has a CRM and proposals built from live availability. Scout works each open face. It finds local businesses near the face and drafts an email. By default, you approve each send.

Gabie is free up to 100 faces (pricing). A structure can hold more than one face. It is priced by face, not by seat, at $0.25 a face a month past 100. Scout outreach has no usage fee. See Scout.

  • Best for: owners with empty faces and one or two people to sell them.
  • Not for: owners who need e-signature, invoicing or payments. Gabie has none. Its proposals also have no PDF or share link yet. You send them your usual way.

Elevate OOH

Elevate OOH is new. Billboard Insider covered its launch on October 6, 2026. It says five billboard companies had joined. The product combines a CRM, inventory, proposals, contracts with e-signatures and renewals. It also builds websites with interactive inventory maps. Its site says the subscription "starts as low as $350 per month." It says there is no long-term contract.

  • Best for: small independents who want an all-in-one start and a posted price.
  • Not for: owners who want a long track record. Ask for references. The site does not say how it counts users or faces.

Spreadsheet and QuickBooks

This is the default setup for many small owners. A sheet lists faces, tenants and end dates. QuickBooks sends invoices. QuickBooks Online lists four paid plans, from $38 to $340 a month. A promo shows half off for three months. See our guide to QuickBooks for billboard companies.

  • Best for: a handful of faces with long-term tenants.
  • Not for: shops with two sellers, or with faces that sit empty. Nothing in a sheet works an open face.

HubSpot Free

HubSpot offers a free plan to track deals. Its pipeline page says the free tools allow no custom pipelines. Face records need Enterprise. See HubSpot for billboard companies.

  • Best for: teams that already use HubSpot for marketing.
  • Not for: owners who need face records and open dates without a build.

Apparatix

Apparatix says it serves 400+ operators. It led the August 2026 reader poll at 40%. The August 10 post said Apparatix and BillboardPlanet "have more complicated systems with more capabilities." Apparatix posts no price. Its first step is a demo. A Vantage LED page lists $35 to $50 per digital display a month, plus an optional $3 per static board. It is undated, and its footer says 2022. See Apparatix pricing.

  • Best for: owners with heavy billing and lease work, or plans to grow fast.
  • Not for: owners who want a posted price or a quick self-serve start.

BillboardPlanet Quantum

Quantum is an operating system for outdoor firms. It posts no price and offers a demo. See BillboardPlanet pricing.

  • Best for: owners who want quotes, contracts and work orders in one system.
  • Not for: owners who want a price first, or a light tool for two people.

What would a 50-face shop pay?

Say Riverbend Outdoor in Jackson, TN, has 50 faces and two sellers. Here is what the posted prices give, per month.

  • Gabie: $0. With 50 faces, you are under the 100-face free limit.
  • Elevate OOH: from $350, per its site.
  • HubSpot Professional: $180 for two seats billed yearly, plus a one-time $1,500 onboarding fee. It is the first plan with sequences.
  • QuickBooks: $38 to $340 on top, if you invoice from it.
  • SignDash, Apparatix and BillboardPlanet: quote needed.

Add the cost of anything the tool lacks. A tool with no signing may need a signing service. A tool with no billing needs QuickBooks. Compare totals. Our billboard software pricing page shows more cases.

What should you ask before you sign?

Ask every vendor the same few questions.

  1. How long until I am live, and who loads my faces?
  2. Does the price change if I add faces or people?
  3. What happens to my data if I leave?
  4. How long is the first term?
  5. Can I try it first?

Small shops cannot afford a long contract with the wrong tool. Prefer one with a free plan, a trial or a short term.

What can a small operator add?

Marketplaces bring buyers you did not find. Two fit small shops.

  • Blip. For digital faces only. Blip says owners pay no upfront fee. It does not post the owner's share. See our Blip review.
  • DOmedia. Its seller page lists a Manual tier at 0% of contracted media, and a Data tier at 0.5%. See our DOmedia review.

How do you choose?

Start with the job that costs you the most.

  1. Paperwork slows every deal. Look at SignDash or Elevate OOH.
  2. Faces sit empty. Look at Gabie.
  3. Nothing is wrong yet. Keep the sheet and QuickBooks. Set a date to review.
  4. You are about to double in size. Ask Apparatix and BillboardPlanet for quotes, and compare them with the rest.

Ask each vendor how long setup takes, and who loads your faces.

Can you use more than one tool?

Yes. A common pair is a sales tool plus QuickBooks. Pick one system to own availability. Two calendars that disagree will double-book a face.

Questions people ask

What is the best billboard software for a small operator?

It depends on your biggest pain. SignDash suits owners who want fast proposals and e-sign. Gabie suits owners with empty faces and a thin sales team. A spreadsheet and QuickBooks can work for a few long-term tenants.

Is there free billboard software for small operators?

Gabie is free up to 100 faces. HubSpot has a free CRM, but it has no face records. A spreadsheet is free too, but nothing in it checks open dates.

How much should a small billboard company pay for software?

Posted prices run from $0 for Gabie to $350 a month and up for Elevate OOH. SignDash sets its base fee at signup. Apparatix and BillboardPlanet post none. Ask for a yearly quote at your face count.

Do I need billboard software with under 100 faces?

Not always. A spreadsheet and QuickBooks can work if tenants stay for years and few faces are empty. Move when nobody can say what is open, or when proposals take too long.

Which billboard software has no per-user fees?

SignDash says it has unlimited users. Gabie charges per face, not per user. HubSpot charges per seat. Elevate OOH does not say how it counts users.

Can a small operator use more than one tool?

Yes. Many pair a sales tool with QuickBooks. Pick one system to own availability. Two calendars that disagree will double-book a face.
